Distinctive proposal qualities

What can be some features that a proposal might have, in order to be distinctive from the others proposals, when we apply for funds?

I heard recently about a successful university development officer in Ohio who pretends that the person reading her proposal is reading it on a Friday afternoon at 4:45, that it's the 99th proposal she has read that day, and that she is "tired, bored and stressed." Make your proposal the kind that will compel her to keep reading.
Who Will Supply Extra Funds?

Dear Dr. Plotinsky,
In grant proposal writing, it is very important to mention the sustainability of the project. If again, extra funds are necessary for it, can it be included in the initial proposal or the implementing organization should totally take responsibility for that? Or it depends on the grant requirements?

When you write your proposal budget, be careful to include everything you think you will need in order to complete the project successfully. If you discover later (during the project implementation) that addition funds will be needed, call your program officer and have a conversation. He/she will help you determine the best course to follow.
Language Instruction Grants/ Group Grants

From the resources you have provided us I understood that grants are mostly given to finance social projects. But what kinds of projects connected with language teaching can we initiate to get a grant?
I am also interested in research projects, can a group of scholars from one or several universities apply for a grant for their research project?
